Hard to tell for sure from the description but he may have dwarfism.  Ask
your vet to give a look-see and if that's possible.  If so, some forms of
dwarfism can involve problems with cartilage and early arthritis so respond
accordingly in the precautions and care given.  Absolutely incredible fur
or hair are quite common with some forms of dwarfism, BTW, really the kind
which make everyone else jealous.
 
OH, we finally figured out how long we've had ferrets, given how long we've
lived here and how long we lived at the place before.  It's either 17 or 18
years, not 16 to almost 19.  Did you know that there are/ have been a few
people here who are mostly lurkers but who have written to me at times who
have had them over 20, and in one case over 30, years?  Could you folks,
please, introduce yourselves publicly?
