I am curious that this outbreak is not being taken more seriously by
authorities, considering that this sylvatic plague is the identical
bacterium that causes black or "bubonic" plague in humans.

Surely there is some kind of measure they can take other than simply
killing all the prairie dogs? Although saying that administration of
prophylactic antibiotics would be difficult is probably an
understatement.
