Well, up to a few years ago, we didn't think cats got Bordatella infections
(kennel cough), and now we know they do.  I'm not certain either way, but
I suspect that they can and would err on the side of caution as far as
quarantine.  It does (at least in cats) seem to be a high stress thing,
not a routine infection, so you might be pretty safe if the ferret is not
stressed.
