Hi,
 
I have a digging box that I keep filled with clean litter.  I use wood
stove pellets, but any pelleted litter works.  No one has ever used it as a
bathroom and I think it has discouraged litter box digging in the cage.  I
just fill the litter boxes from the dig box and replace with clean litter
when the volume gets low.  Doesn't cost anything since I'd need the litter
anyway.  They don't eat it since they know it's not food.
 
Hope this is an idea someone can use!
