We live in a no-pets apartment and our 6 ferrets have done a bang up job of
staying out of sight.
 
When we aren't home with them, we keep our top lock on and if we ever
receive notice that the landlord is coming around for inspections or
whatever they call it, we either don't let him in or we take the ferrets out
for a few hours.
 
For example, we got a note under our door citing the "yearly smoke detector
inspection" and to leave the top locks off our doors to allow the landlord
to come in.  We left our top lock on and said that we would not be home to
receive him and did not approve of guests in our home while we werent there,
and that we also replaced the $4 battery ourselves.  I know its illegal for
them to come in without warning or permission.
 
I have a feeling that he knows.  Everyone in the building has a pet of some
sort.  If you look hard in the windows, you see all kinds of cats in
different apartments.  I just think he chooses to look the other way until
someone complains.
 
That's just us, though.  Be careful and take precautions.  Don't let any
neighbor know, even if you're friendly with them.  The only neighbors of
ours that know are the upstairs people.  But we were friends with them for
over 10 years and before we moved into the same building.  But no one else
knows, even the other pet owners.  Its just to cover your behind if need be.
We've been there over 2 and 1/2 years with no problems as of yet.
