Just something that has worked for me in regards to the cat litter problem:
NEWSPAPER!  I've been using this for around two years, and to tell you the
truth, it's a lot better than cat litter--easier to clean up and no more
dust.  I started using it when Chopper began digging through his cat
box--when it was dirty.  (by the way, incase you're wondering, I just unfold
it and lay it over a plastic carpet runner, which is really un-expensive, so
the carpet doesn't get messed up, and then change it every couple of days.)
