1: Go to the nearest hardware store and buy a few inches of ball-chain.  The
   type that is common on banks stay-put pens (don't steal it from the
   bank!).  There are different types to choose from, so pick the style you
   like best.
 
2: Also buy the little clip so you can connect the ends of the ball-chain to
   make into a collar.
 
Now you can attach a little bell or a nametag if you'd like to.  A good
way of doing that is with a miniature key ring that you pull the
ball-chain thru.
 
Now you should have a nice and safe ferret collar that only cost you a
fraction of a regular collar to make!
