"Skins" are pretty much the same thing as "themes"; just depends what
programs they affect.  ICQ and Yahoo Messenger use 'skins'; so does
Mozilla (open-source Netscape).  The windows desktop calls them 'themes'.
The browser bar of Internet Explorer is called a 'hotbar' , and can be
changed by downloading themes or skins.  Skins are a lot like the older
'wallpapers' or 'desktops'; they 'personalize' the look of your computer.
 
I entered 'skin hotbar ferret' into google and found a few possibilities,
though I didn't actually find a hotbar skin.
 
(no ferrets are involved or harmed!)
