I have seen emails from the Director of Escambia County Animal
Regulation & Control on this situation, so this is not hearsay.  The
shelter in question was given warnings and will be monitored with
surprise visits.
 
As many of you know, animal control in most instances considers
conditions LEGALLY acceptable that most of us not restricted by the
letter of the law would considered barely humane.  If animal control
felt a need to give warnings, insist on certain improvements and
continue with surprise visits, it is far from being "fine."
