My fuzzbutt Sandy does the same thing.  I found that it makes our games even
more interesting if I do the same thing when I chase him around the room (of
course, the neighbors all think I'm wacko now <g>).  When my two ferts get
really worked up and start bouncing around and body slamming each other,
they both make that noise.
 
I posted the same question to the FML a while back.  I got answers ranging
from the hiss being an aggressive noise to it being a playful noise.  I
guess it depends on the situation, and what secondary signs she's showing
(backing up, raising her, umm, hackles etc.)
