I would recommend using Critter Litter made by Super Pet.  It is natural
with no dust, it absorbs extremely well and since I have started using it
I can't smell any odors from that cage.  My Rudy is in another cage and
he sounds like yours when it comes to the litter pan.  He sleeps in it.
So I added a level that I call the poop level.  Since he sleeps in the
litter pan I can't put another one in so I just leave it and clean it
very well everyday (sometimes 2x).  I have heard of others taking the
cage apart and cleaning it well then covering the no poop zones with
perfume and letting it dry really good (If time is a problem then a hair
dryer should do the trick) Then add some waste to the litter and your
little one should go there.  I haven't tried it but with Rudy I think
it's useless as he thinks he has to have the litter pan bed :-) although
I have heard others say it works.  Either way I do suggest the Critter
Litter it turns into a clay when wet and it scoops well.
