Safe-harbor writes

What Safe-Harbor does not take into account that California ferrets are
illegal to have.  Therefore, California does not protect the animal.
 
Maybe we need to make Ebay's Safe-harbor aware of that and more consistent
with the rest of the nation.
 
Quoting the Animal Safety & Humane Control Society, Inc.
"It is the law in the state of Illinois that each owner of an animal
must provide:
        Sufficient quantity of good QUALITY FOOD AND WATER.
        Adequate SHELTER and protection from the weather.
        VETERINARY CARE when needed to prevent suffering.
        HUMANE CARE and treatment."
