Okay, everyone, here I am desperately begging for direction.  It turns out
that there are no ordinances in PA regarding the number of animals a single
person may keep.  I have approached this whole matter on the number of dogs
being housed at this hell hole (sorry BIG for language).
 
Some detailed info I did not want to openly publish, but the brick wall
I've ran into has directed otherwise.  This place is in PA.  The woman
formerly did dog rescue and maxed out on the number hubby would let her
keep, she then turned to ferret rescue and has 'compiled' 30 fuzzies.  They
live in a city rowhouse with the 30 fuzzies, 10+ dogs and at least 4 cats.
The conditions were horrid, the filth and smell was bad.  I was in and out
as quickly as possible and would not let me daughter even take her coat
off!  The room that housed these ferrets (and yes they had free run), was
disgusting.  I have a group of 6 and I know that no matter how many pans
you put out, someone finds a more inviting corner to use.  But, this place
had droppings everywhere.  And when we approached the board, almost
everyone came over begging to be picked up.  Okay, I know even my guys do
that, but I have trouble believing she goes in that room and sits on the
floor with everyone.  My guys have the run of my bedroom with its down
dressing and bath area most of the time.  But, we have FOUR pans down and
paper in two other well liked spots.  I saw ONE pan (might have missed
something) sitting directly next to the guys food and water bowls.
 
The reason I decided to tell all was that I am not making any headway with
anyone who will do anything!  I've called the state, county and township
for info, NOTHING!  I called looking for info and ordinances as a potential
resident moving into the area, got a thumbs up to do whatever I wanted,
just have the dogs licensed.  My next step is to try to track down vet info
and licensing info about the dogs.  I think the dogs will be the vital key
to getting authorities into the place.  Ten dogs raises more of a question
than 30 ferrets, not to mention several of these dogs were huge animals.  I
grew up with a St.  Bernard, I have a pretty conservative viewpoint of a
big dog.
 
If anyone has any experience or can offer any suggestions, please, please
send me an e-mail.
 
Clarification regarding a former post.  Someone thought the reference to PA
Ferret Rescue meant they were the culprit.  NOT TRUE, anything else but.
I just adopted an adorable little girl from that shelter and they do
wonderful work and have been very helpful and supportive with this problem.
My reference was saying that I had very positive experiences with other
shelters, most recently my adoption of Snowflake (previously known as
Snoopy) from the PAFR.
