Hello Kim -
AT his age it is quite possible that one testical is NOT going to drop.
The reason ( among others) may be an inguinal hernia.  I had one male
who presented with the same genetic problem and at age 3 years he was
neutered the vet had to go on a scouting expedition to locate, retract &
remove that testical.
 
This is not a good trait for breeding and it can be passed on... so if
the plan is for pet- I suggets scheduling that appointment any day!
