CA DFG scam?

I've noticed that the DFG in Calif is sending out cards with the help of the
DMV.  Asking for donations to the Rare and Endangered Species Preservation
Program...What are they really going to use this money for?  Is it why the
DFG is stonewalling on the ferret or exotic pet issues?  To give time to
raise money through this program to fight the legalization of certain pet
species?
