I've had ferrets that did this, and it was their way of telling me they were
not happy with their diet.  Try switching a food or flavor - offer the ferret
several different foods and let them select what they want.  When the ferret
starts chewing on cloth again (may or may not happen), then switch foods
again - some ferrets just need the variety.
 
Also have the teeth looked at - are there any that look inflamed or dark?
Is there a lot of tarter?  Ferrets will chew cloth when their teeth hurt.
