Hi I live in Salem Mass and you are the first person I have read about that
is even close to my area.  Congrads on your new babys.

My little girl wears her harness whenever there are other people in the
house other than me and my son.  This includes my husband because he
stepped on her once.  So. therefore, she wears a harness with a bell and
I.D. tag on it.
 
As for walking on a leash she does pretty good.  I have a 17 month old son
and she just follows the baby carriage or rides in the basket or with him.
When we are at the park I secure her to the carriage and her leash is long
enought for her to sniff around etc... and she can also just climb back in
the carriage if she wants to.
