While Kylan is in this "phase," try putting less litter in, just
enough to keep the top surface dry; let it get fairly messy before you
clean it; and don't clean it completely.  Leave some mess in -- even
spread it around the edges, if you have to.  If Kylan even digs in a
truly dirty pan, your only choice may be to put a wire screen over the
litter itself.
