small, blue bump under skin behind neck

Please help.  Today I noticed a bump under the skin on the back of Stanley's
neck.  It is small and is discolored blue.  It feels like a little pebble
under his skin.  It does not hurt him when I touch it.  Please tell me if
you know or even have an idea what this is.
