Of my three ferts, Baxter is the only one who makes that sound.  We love
it because it's so uniquely him!  He'll "pant" when we put him in the tub
for a bath or when he's really excited during play, usually just before
throwing himself on his back to wrestle with himself or going into a
play-rant running backwards.  He'll pant and back-up at a furious pace
until he backs into a wall and startles himself.  Then he'll pant again,
jumping for joy!  Baxter's an odd one, but I never thought that the sound
is anything but a sign of excitement.  Enjoy!
