I think it just varies by the store and the manager.  Our Petco here
takes great care of the little guys and they have plenty of food, water,
hammies, and loads of toys at all times.  Sometimes the litter pans are
a bit messy, but sometimes so are mine at home,lol!  No really, you can
tell that the litter pans are cleaned out daily.  And they always have
both moistened and dry food for the kits.
 
The store here takes really good care of all the animals and the folks
who work there are usually very friendly and helpful.  I have also been
in other Petco's that were alot different than ours here though!  As
I said, I really think it just comes down to the management of the
particular store just like any other chain establishment whether it
is a pet store, department store, restaurant, ect.  Not all are evil
incarnate, lol.  Some are really great, like ours!
