Consider the possiblity that she is allergic to carpet fresh (or similiar
product), the soap/cleanser you wash her laundry or cage in.  Any treats
you give her.  Maybe a dye in her food.  Do some of them have dust mite
allergies?  Maybe someone knows.  Maybe try a different litter.
 
With humans who are itchy you bath them in baking soda, this might help get
her some relief.
