While I don't know about the state parks, I do know that Sunrise Lake
Family Campground (www.sunriselakefamily.com) not only allows ferrets,
but the owners are willing to "baby sit" them.
 
The campground is located in Nicholson PA, just a bit North of Scranton.
My fiancie and I have taken our ferrets there 2 years in a row.
