Hi,
 
The "feather" law is not local.  It is a federal law.  It is also not
called the "feather" law, but is the Migratory Bird Treaty Law (16 U.S.C.
[section] 703-712, July 3, 1918, as amended 1936, 1960, 1968, 1969, 1974,
1978, 1986 and 198).
