Is there any way to alert shelters to the general mailing location (zip code range) for these packages? I am thinking of the diseases that can carried in dirty bedding or in poop. Then shelters could open such packages outside to be safest. Hopefully, most will be from good people in that area, but at least it is a way to be safer.
