Well, this could be a mast cell tumor, especially with the history of
having them in the past.  It could also be something completely different.
I would probably watch it for now until you get the other problems under
control.  If it starts to get bigger or bother him, I'd remove it.  Once
he's stable, and the other problems aren't a factor, if it's still there,
consider removing it.
