Indeed, some are, for some animals.  See

Note for example, that for Imrab 3, after one annual booster, additional
boosters are recommended triennially.  But only for dogs, cats, sheep
and cattle.  Horses and ferrets should still get annual vaccinations.
 
This may not mean that the vaccination doesn't last as long for horses
and ferrets, it may just be the proper studies have not been done.
