No need to apologize!  I'm open to suggestions.  I give the shelters a
general list of questions they can answer as they see fit.  If there's a
better layout, I'll be happy to try it.
 
Yes, unpaid shelter bills can be any expenses other than vet care related
to housing and caring for the shelter ferrets.  Permanent residents are not
personal ferrets (the shelters are asked not to include those).  They are
ferrets who are so old, or ill, or behaviorally challenged that they are
expected to stay in the shelter's care as long as they live.  The rest of
the information is *meant* to give you an idea of where things stand at the
moment.  If several need surgery, then you know the vet bill will increase
soon.  If some are fostered or sponsored, you know that they are receiving
some support but are probably available for adoption.
 
It makes sense to me... but if you could tell me where the confusion lies
in a personal e-mail (because I will be out of town Tuesday through
Friday), I will try to respond to the list when I get home.  If you're
confused, then others probably are, too.  And maybe one of the shelter
folks would like to explain what the categories mean to them and why they
choose to use them.  As I said, the information they send me is suggested
but optional.
