Well, Crystal, the only thing I can help with is you _do not_ need a
permit to have ferrets in Washington state.  I have not been informed of
any rules or regs regarding ferrets from pet stores, my vet, or other
ferret owners.
 
I live in Ellensburg, which is about 170 miles west of Spokane on I-90.
I have been to Spokane a number of times but cannot give any info about
neighborhoods or any CITY laws about ferrets.
 
Hope this eases your mind a little.
