Good for you.  Your local PH should be sent a copy of the 1998 Compendium of
Animal Rabies Control, available at <http://www.avma.org>, along with the
published skunk strain shedding study, which is:
 
"Pathogenesis of experimentally induced rabies in domestic ferrets,"
Michael Niezgoda, MS; Deborah J. Briggs, PhD; John Shaddock, BS; David W.
Dreesen, DVM, MPVM; Charles E. Rupprecht, VMD, PhD, _American Journal of

Note: You'll probably have to go to the UC San Diego library to get it.
 
Maybe Sukie and the other "quarantine warriors" have additional input.
