Yes, this happens often.  I've had baby ferrets with 2 sets of teeth.  I did
take my babies to the vet and he said not to worry, that they would
eventually fall out, and they did.  Of course, if your ferret still has 2
sets of teeth at 4 months of age, you should talk to your vet, but I think
what you're experiencing is often normal.
