Well, first I'd ask why are you bathing them twice a month?  I wait until
mine need it, as in getitng dirty from exploring.  Maby once every 6 months.
They groom themselves, and frequent bathing can cause a dry coat.  They
should never need conditioner unless they are being bathed too often, or a
non ferret shampoo is used.  Human shampoo is different in PH than ferrets,
and will cause coarse feeling fur.
 
It sounds like the conditioner may even be causing an allergic reaction.
 
You don't say if they are neutered or not...  the un neutered will secrete
more oil & have more "smell".
