I've used it with apparent success in discouraging rabbits and
woodchucks (groundhogs), but I don't have any deer around here and
don't know if it will work on them.

I use wood stove pellets for litter, and I just take the bag of dirty
litter and sprinkle it around the perimeter of the garden. I generally
only have to use it early in the season to protect the seedlings and
small plants.
