Just got off the phone with Dr. Towers of Delaware.  In Delaware they have
to have the decision made by a group of people and one of those has been out
of the country on family business for about two months and will not be back
for several more weeks.  Dr. Towers himself considers the 1998 Compendium
logical but by state law there's not a thing he can do right now except
wait, and then bring the missing person up to speed upon his return.  This
info won't be in the letters package to those who get that because it's
nebulous.
 
Whew!  Quite a day again...
