To hold the litterboxes in place in the cage, try plastic clothespins.  Easy
to remove, easy to replace.
 
To hold cage carpeting in place, use small-size (3/8") binder clips.  Binder
clips of all sizes are pretty handy for a lot of quick fixes: loose doors,
food dishes, thermometers, combining two cages, ...
