Hello LIsa,
I read your post.  Are your ferrets curent on their rabies vaccinations?
distemper vaccinations?
 
If so I would suggest you carry a xerox copy of the rabies vaccination form
when you are out and about with your "kids".  NH Law allows a 45 day
quarantine (in home) for vaccinated ferrets if they scratch or nip someone.
There is NO LAW requiring ferrets to be in a carrier when outside the home.
