Regarding reactions to Fervac-D, it is not the USDA that you need to
contact.  It is the FDA.  The FDA will investigate if there are enough
complaints.  Too often, many vets do not report these reactions, so the
FDA has no way of knowing the numbers.  Most do not even have the forms.
If your ferret has had a reaction to any vaccine that is approved for
ferrets, your veterinarian needs to fill out a Veterinary Adverse Drug
Reaction, Lack of Effectiveness or Product Defect Report.  Form FDA 1932a.
These can be obtained by having the veterinarian contact the FDA,
Department of Health and Human Services.  Food and Drug Administration.
