I've seen Chickarees (Douglas Squirrel) run with their tail up like
that but this looks too big to be a squirrel. I don't think the head
looks like a squirrel, either. View it full scream keep pausing it so
you can see it better. It also would be very unlikely for a squirrel to
be in a non-wooded area whereas grassy areas like this this are prime
hunting grounds for weasels. I'm betting it's a Short or Long Tailed
Weasel. I had a Short Tailed Weasel dash across a path at a park I was
at in Redmond, WA and it had a very similar gait. Don't remember it
holding its tail up or down.
