Here I HAVE to disagree with you.  <No flame intended please>
 
I'm just a ferret owner too.  Not a lawyer, not a politician.  No particular
influence anywhere (especially trying to get my ferrets to do anything, but
that's another story).  My wife and I joined with other ferret owners (and
not many of them either) and drafted a Bill to provide for a quarantine
period for vaccinated ferrets.  We collected the data (a lot of it from
sources here in the FML).  We testified before the NH State House Committee
and got the Bill passed through the House last month.  This month we go the
the Senate Committee, then hopefully to the full Senate and onto the
Governor.  If we don't make it this year, we'll be back next year.
 
The point is that ferret owners CAN do something.  They are the only ones who
will.  If everyone waits for someone else to do it, it'll never get done.
