  Losing hair from the tail is indicative of adrenal disease. I don't know
about the blood vessels collapsing. I've met a lot of vets who are just poor at
getting blood from ferrets. I think they may even be able to damage vessels
(maybe even cause them to collapse??) if they don't know what they are doing. I
would get a second oppinion. You said you went to Indy. If you are willing to
