If you mean with ferrets....perhaps.  But this type of association, with
"legitimate" organizations has been the main focus of petco's very
successful business plan for years.  Every year PETCO buys off our local
animal shelters here in the Seattle area, with donations of $10K or more.
These shelters then praise/advertise/give credibility to petco's selling
of "pocket pets" and everyone but the animals go away wealthy and happy.
The pet product magazines for retailers, frequently run articles about
taking at least some animals from animal shelters and finding homes for
them as a major part of each years business plan.  That way the shelters
stay off of their backs for selling pocket pets.  Their plan has been a
huge success thanks to many people who take petco's money.
