Personally a "Nationwide shortage of distemper vaccine?" is not that much of a problem to me as I have not vaccinated any of my since they had their puppy vaccinations and as for my ferrets none of my present ferrets have been vaccinated. Come to that I have not used any sort of distemper vaccine since 1980's and none of my animals have caught distemper.
