I wait a bit to answer as I want to see opinion of the vets and
shelter's owners... I scale teeth of my ferrets myself because I don't
want them having anesthesia for that, just like you. But I'm a dentist...
So quite easy for me, and my ferrets never bite. So if you can find an
hygienist, a dentist, or a vet who accept to do it without anesthesia,
fine (maybe a good friend and a ferret's lover and you will need to be at
least two to handle the ferret + one to do the scaling). But there's
always a risk of being bite or to hurt the gums. So don't do it by
yourself if you don't have the expertise. Teeth are very small, gums
fragile and ferrets don't seem to appreciate it...
Maybe you can talk with your vet if there's is no other solution
than anesthesia. Good luck...
