The best leashes I've found are from Warm Fuzzy Ferret Rescue.

The proceeds fund one of the larger and better shelters in the country.
These are the velcro harnesses that are the best and inescapable if
correctly put on.  A different solution to the problem mentioned yesterday
is no harnesses in cages.  They special made a harness for our Fat Elvis.
