The only solution I've found in years of ferrets is to block off access
to the area under the dresser.  The most effective way to do this is to
use plywood (1/4 inch is sufficient).
 
Turn the dresser on it's back & measure & cut plywood strips to cover the
openings on all sides.
 
The plywood can be painted black or covered with cloth to match the room
decor.
