Arg, that is frustrating.  That is what our Frick did.  What we found
helpful was not to add any height to the barricade (then I wouldn't be able
to step over it), but to make it so that he couldn't "catch the edge".
 
I took a piece of PVC pipe about 6 inches in diameter and cut it
lengthwise.  Note, that when I say I cut it lengthwise, I did not cut it
in half.  That would require cutting it twice.  I only cut it once, so that
I could slip it over the top of the barricade.  Then, when he jumped up,
his little front feet couldn't grip that circular edge, and he would slide
back down.
