Hey Ed,
 
Since the occipital foramen is a hole through which your spinal cord passes
and a hole is actually not much of anything, then the noise in your head is
either nonexistent or being produced by something else.  Since you report
sounds coming from your head, and I have no reason to disbelieve you (the
"sounds" aren't actually asking you to do anything, are they?), I suggest
an immediate medical exam to find out what is rattling around in there.
And don't worry; if something is in there, a CAT scan can find it.  CAT
scans can detect jello, marbles, blocks of wood, or other miscellaneous
fillers. ;-)

The term you meant was "occipital condyles." They are rather large, oval
shaped bony projections on either side of the occipital foramen, and
articulate with the atlas (1st cervical vertebrae).  The atlas does not
rotate very much--it mostly allows up and down (nodding) movements.
Rotation is mostly between the atlas and the axis (2nd cervical vertebrae),
as well as because of a slight twist between each of the other 5 cervical
vertebrae.  What you are hearing is movement of tendons and ligaments,
which, because of your hyper-extended posture, are tauter and better
produce vibrational noise which is transmitted through your tissues and
bone to your ears, like with a string.  A very common phenomenon.
 
Well, in most people. I still prefer the "loose objects rattling around"
theory in your case. Check it out, dude!
