Dear Concerned Sister
Actually, I think the best thing you can do is to give your sister the
tools to solve the problem herself.  You have already given her some
questions to ask about, she has already shown her own concern about the
size of the cage, and you are going to give her an excellent book on
ferret care.
 
Now give her a little time to work with the teacher to make sure the
ferrets are being cared for properly.  Remind her to approach the teacher
with respect and not confrontation.  She should let him know her sister
used to own ferrets, so she has some familiarity with their needs.  It IS
possible for ferrets to be properly care for in a school environment; I
seem to recall there have been teachers on this list that have done so.
 
Only if the ferrets are being kept in an unsafe or unhealthy environment
should an outsider get involved.  Hopefully that will not be necessary!
