I just received a flyer inthe mail for a new license plate design for the
Commonwealth of Virginia.  It has a picture of a cat and a dog, says, "I'm
Animal Friendly", and after 1000 of these are sold, $15 of each plate will
go towards spay and neuter programs in the state.
 
This program is aleady working in NJ, and expected to get started in NY
soon.  Other states interested are FL, PA and WA.
