Hi, Greg!
 
I've found that my little buddy, Random, will dig in anything that is deep
enough for him to wonder what's at the bottom.  My solution was to keep his
litter pan (and, for that matter, his food dish) only filled enough to be
functional.
 
Might be worth a try!
